To download Dr. Garbage Eclipse plugins through Eclipse update manager, you will need to access the internet from within Eclipse. If your computer sits behind a proxy server, you will need to configure Eclipse accordingly.

So, how to tell Eclipse that you are behind a proxy?

Go to

Window > Preferences

Select

General > Network Connections

and enter the host name or IP address and port of your proxy server.
